Need help with CF Resolution!

kk so i downloaded cf tool and trying to switch my resolution to 1280 x 720 but it isnt letting me. i save ,relog and still no resolution change.

i usually get this error

I think it has something to do with a outdated version of Microsoft NET. Framework~
