No, not at all, lmao. People in echo use armor, flash goggles, smoke protection and people have 10 ping there too, just without the girl char's and m4 silvers and what not. It's not like it's restricted there. It's true, going from competitive to clan server feels easy, even with all those "items" that people say gives others advantages. Imo I don't care what gun you use, in the end it all comes down to who puts their crosshair on the head first, no matter what gun.
Keep in mind echo isn't a server with all these rules in pubs and what not. It was just a server wogl used to host their tournaments. I can promise you over half the people that play there everyday don't care what you use. And if they do then they're new to competitive. Pubs are pubs. Unless there's a tournament that restricts people to use certain things, then people shouldn't care what anyone else uses. There's no global rules. Now in scrims it's different because people use scrims to practice for up coming tournaments. And generally tournaments don't allow armor, girl chars, and certain guns.
You can't call someone out for armoring or using a certain gun in a clan match or pub, if there is no reason for them not to use it. You pubstars are just a bunch of ***** babies

Just saying E8 is the most overrated server in NA. 60% of the players are worse than a 1 arm kid that just pubs all day. Perhaps it was the teams I played when I e8'ed for 2 weeks straight ("noname" ppl and teams), but I found the clan server more of a challenge.
In the clan server there are a surprisingly amount of skill set. The "average" of e8 vs the "average" of the clan serer would be a cwar server win. -
