[FIX]Internet being Throttled

I lurk the forums from time to time and seen some people *****ing about their pings increasing
Throttling is the intentional slowing of your connection by your provider

I don't have Time Warner but my internet has gone from being **** to actually being what my family pays for.

Go into windows firewall
add a new inbound rule
make it custom
hit next then next into scope
select these ip addresses under remote
put in range of what OP listed
rinse and repeat for the other range
hit next, change to block, hit next
hit next, hit next, name the thing "**** YOU TIME WARNER CABLE"

  • Everything stated here is wrong. The IP's to the servers are both incorrect. The Canada servers are provided by Q9 networks, not Rogers. The US servers aren't provided by the US department of defense (lol) They're provided by Cogent communications.

    Even if RoadRunner or any other ISP was throttling your connection, your ping wouldn't increase, your download/upload speed to the location would. Throttling everyone would probably make your ping lower due to more bandwidth availability throughout the network. As far as I know, the servers haven't been moved. This issue has happened time and time again, it always happens after patches. It's routing changes that affect your ping and usually not something Z8/G4 or the datacenter can control. The IP transit providers have control over such routes, providers such as: Cogent/Level3/Above/Internap/Rogers/Shaw/Telus/etc.

    I see some users ping has gone up whereas others have gone down. (My ping decreased by ~9-10 or so due to a change w/ Cogent com.)

    The only thing you can do about these issues is either wait, or switch ISP's that may or may not offer better routing thereby decreasing your ping.

    Again, not entirely denying they moved their servers but if they did those aren't the IP's for them. I can guarantee that.

    Also, this firewall rule does noting except open/allow programs to connect through ports. If your ISP was throttling you, adding this rule in Windows firewall would do absolutely nothing. Those of you who still believe this may help, try disabling your firewall entirely and see if it helps instead of wasting your time adding a custom rule. If TWC "throttling" (which I doubt is even happening) could be bypassed via windows firewall then I am Santa Claus.

    I'll look into this issue some more a little later.
