He's def the Germen dude. No new clothes (I know there's debate on this), he has a similar mask as SWAT but a different helmet, but you can't see that on the puzzle because of the santa hat.
And there's no black guy either, I'm pretty sure, I could be wrong.
I saw these guys in the China version. They need to put more work into them. I mean the current ones (SWAT, Sas, Omoh) are really detailed, but the new ones are to bright and don't have enough contrast.

Well I can tell you, the new character is skinnier!i'll get all characters =P

but spop will always be my first choice because it's so hawt and skinny
It is based on SPOP's idea though, I can't tell you anymore, patch contents are for GMs and my eyes only before the patch.
Although you can guess lol.
