i got fios, but the connection is delayed?!?!

i was at my brothers house and he was playing on his ps3, but he was playing single player cod4, so that couldnt have delayed to connection
so i decided to bring out my laptop and play crossfire(or at least try)
i got it to load up(which i have benn having problems with sinc e3 i have windows 7) and i bought some gp crates to celebrate(fail)
i tried to play a one on one with some guy on alaska cuz all my weapons were from the black market, and it took a loong time to join the game.
then , it got to the loading screen,but it only got halfway before it kicked me out saying the connection was delayed
any answers?
P.S. when i bouhgt the gp crates, it took a long time and the wheel would barely even move

sounds like the internet keeps cutting out slightly and if you spun the create reel then you will still get the 3 random items

try getting him to turn his modem/router off for 20 seconds then turning it back on this will refresh the connection that might help not sure if it does tell him to turn off his modem/router everytime he goes to bed so it can rest the connection and just turn it back on when gets up
