Hacker report

add an in game hack report to options but make it so every player only gets a certain amount of wrong accusations before they can no longer use it and have a rank requierment

I can see alot of flaws with this.
1. There will be a crapload more false reports
2. They can't really ban someone for trying to report hackers, even if they are wrong
3. High ranks are stupid just as much as low ranks

And it's already been suggested before.
