There is no need to include any racism. Just use statistics.
Average height and weight is enough. Weight is proportional to the size, and strength is roughly proportional to the weight, which mean we can adjust a little here.
But as the followup for the thread, many people don't like the idea about different hit box. That is why SPOP are same in height with male. -

SPOP actually has a larger hit box than male characters if you look at them from the side. I actually killed one this way in a ruins escape match on the offense side. They were sniping down on the offense base and I pulled out my AWM and shot them in the upper chest region which would not have been visible if it had been on a male character.
You mean "breasts"?
That is the point I want to make, to make the same hit box for the different characters with different looking is unreasonable. Hitbox should be exactly what we can see. A huge character with small hitbox and a tiny character with huge hitbox will be confusing.
The smaller character might be harder to aim, but we can balance it with slower movement and less strength. A taller character can have better view but is also easier to be a target.
To make the character with unmatched hitbox is problematic, and makes no good for the game -- to make thousands of different looking characters with same characteristic is wasting of time.
