3 strikes and your out: A possible new policy

As we all know, the hacker situation is grave. An IP ban has been suggested but due to accidental bans, this was shot down. But what if thee was a new policy which would be like
"z8games and g4box have permission to ip restrict your household if 3 or more accounts have been made under your ip in which illegal programs were used blablahblah". So my idea is, to make sure a hacker cant keep hacking, is if a hacker is caught, that IP is recorded in a database. When that IP turns up 3 or even 5 more times, the system auto-IP bans him/her. IP bans can be countered but the majority of hackers are 8 year old who cant shoot straight or braziians so it is very unlikely. What do you guys think?

Really? I didn't know that. I see many acc belonging to one person with 1 number changed. I've seen about 13 acc belo

Because it literally takes a minute to change your IP. Anyone with the ability to type in Google "How to change my IP" and have a non-static IP can do it.
