Not true. I made a few suitable for BP or coupons...somewhere...long time ago. Its just that most upgraded that are worth it on weapons that are worth it add up to weapons that you don't just hand out to everyone for free.

No more than the regular M249 is. Only this one isn't a bother to the rest of your team, and thus you'll be less likely to get kicked for using it.

That's why it's op for the GR side, more ammo with a silencer and spraying won't bother them.

Ever tried running and spraying an MG at the same time? You'll fire everywhere but where you're aiming at and still be as slow as paint drying.

Because the regular FN M249 Minimi is already a ZP crate, there is little to no change an advanced version of this machine gun going for any less than the same.

Default answer of every noob that fails to see that if an M4A1 doesn't become overpowered by getting a suppressor, another gun wouldn't either.

To make a new weapon overpowered, you either need to start with a weapon that is overpowered, or add something to it that is overpowered.

Would you call a M4A1, M16A4, MP5 or MP7 with a suppressor overpowered? Because if you do, then I can understand your point of view. If not, then you fail to reason logically.

The sound of a gun is not a balancing factor for weapons in CF. The louder the gun is does not mean the better it works. So reducing the sound of a gun does not unbalance it.
