What could be the reasoning against doing this? Just wondering what sort of negative consequences could arise from implementing stricter bans.

There's no reason to not have auto-bans be permanent.

There will only be positive benefits if such a suggestion becomes reality.

Given the second chance, the hacker would find some better cheat code.

It is not easy to change players' personality, the one who hacks first time, would almost definitely cheat another time. Even after banning them, they will still come with another account. Keeping them will eventually make this game not playable any more and ruin z8's business.

If you get banned by xtrap "accidently"(YA RIGHT AS IF BUT OKE OKE IF IT HAPPENS) you can always contact support.
