I am a dictator, I need no helpers. If my clan barely has any requirements and I'm more of a carefree guy who allows people to practically do anything they want and don't force them to do much, why would need to get someone to watch them do nothing? It would only cause me troubles as in getting my clan destroyed or abusing their powers.
I never had any trouble with my clan besides two or three guys who I kicked within seconds of their cause. -
