Windows 7 and 1000 ping

Hi, never seen such tread and I wondered ... do I only have the problem of very high and unstable ping under Windows 7?

I have dual boot XP and Win 7 and on the XP the ping is ok (150) and generaly stable. When I start the game under the "7" the ping starts at 200 and starts rising and spiking up to 1000-1500. Same computer, same internet connection. I have run spyware check and virus check and nothing. No active anti-virus program and doesn't matter if the firewall is on or off.

Any suggestions?
