FPS Issues
First, specs:
Windows 7 64bit
Intel i5 2450 @ 2.5Ghz
Nvidia Geforce GT 520MX @ 1GB DDR3 dedicated
8 GB DDR3
1 TB
Been having a problem with my fps can run anywhere from 125-180 sometimes in the 200s
as I play in game starts off pretty good and then bam spikes and sluggish movement for maybe 3-5 secs then goes normal then maybe 2 mins or so depending the game length the back to the sluggish fps it also cause me to have herrible latency. I have no issues with my internet just my GPU should be running without any issues at all. But anyways if there is anyone that can help or have an idea or ideas I could try other than updating, scanning and even optimizing, I already do so.

I run game booster which works good but even with that it still does it I donno if there is something else I'm missing or running in the background so not sure, sent some time trying to figure it out, can always see if there is something there that is running or even shouldn't be running.

Your FPS doesn't affect your latency issue so those issues are separate. The minimum requirement usually for the processor to have 3.0 Ghz. But it'll run at 2.0Ghz. The only problem is that the game will start to slow down since the processor isn't rendering the game fast enough that it's suppose to. Since you have GeForce, I expect you are using MSI Afterburner, which cools down your graphics card. If you don't, that should be the reason why you're freezing/slowing down. MSI Afterburner basically overclocks the speed of your graphics processor(That fan on the dedicated card). That should make the frames go smoothly. If not, please provide more detail. How many frames it drops down to, the map(s) it happens in, how many players in the room that usually make this happen and how long the computer has been on prior to this issue.
