Pretending and afraid of being kicked
What I have seen so far people stop playing or pretends they are bad players if someone say they cheat. Are they cheaters? Should I save the replay and send it to the GMs? or I just ignore them? Please give me advice how to know who is cheating and who's not. Thanks all!

Cheaters? Everyone cheats these days, no point in reporting anyone.
if we all had your attitude, i would imagine we all would cheat.
now back on topic...
i my self when doing very good, as in greater then a 8.0 kdr for the match. will sometimes not take shots i know i can make. just to avoid being kicked. How ever, i only do that well when the other team are all noobs. occasionally ill hit 15 kills or so in crossroads before getting a death, so next round or to i will slack off a little. -
I'm not sure if I understand your question but... If you are asking wether or not you should report someone who is obviously doing badly to ward off "hackusations" then I would advise against it. Personally I do that all the time, if people start trying to kick me the next few rounds I might go afk or purposely get killed. At the very least I'l let the main accuser kill me a few times. The truth is most of the time kids are so trigger happy with the kicking feature that sometimes the only way to avoid the kick is to play worse. In summary, no I do not believe you should report people for playing badly on purpose. One the other hand, if they looked suspicious before the accusations, maybe doing a couple of 360s, or following people through the wall then by all means send in the replay.
Hope that helped,
Tantoes
