there has been said already why you can't & why ZP shouldn't been transfer. good suggest but it will make a other issues based on that.

How about another requirement would be that the sender must be 2nd LT, or higher. I really believe that they should moderate surveys a bit more, because I feel people abuse them by creating various alternate accounts, and redoing the surveys.

Also if they know your Security question and answer they can just transfer.

How about buy ZP with GP and pay a fee for it.
