Technically speaking, no certain download/upload speed is REQUIRED, ping relies on 32bytes/second.
You would even be fine on 512k DL / 256K UL if no one else is using it.

If you are planning to use VoIP (voice over IP, like ventrilo, mumble, etc) then I'd recommend 2MB DL / 512K UL atleast
Remember, most ISP's will put you on a different gateway on their side that is less used because less people buy the best package they offer. (more high quality gateways = less ping) -

I get some slight lags with 10mb and .9mb per sec. My desktop is pretty high end. Ping is around 50ms. I basically have very little time to react, often by the time I see the enemy I am already hit. -

50ms is 1/20th of a second which is WELL over enough time to react. -
i have 25mbps i think threw comcast it ran awesome even on wifi with room mates.
but im west[cali] and i get 100 ping in echo 75 when i lived in washintion

25mb/s should give u 1.5mb/s upload, which is more important in FPS. -

You have moe than 1.5mb/s, it is depending on your broadband type and the service provided by the company.
Verizon Optimum gives you 15/5, while TWC gives only 15/1.

UDP is the type of port MMOFPS games use. If the upload speed is too slow UDP will drop pockets of information and results in lags in game.
