It is entirely possible to have 5 alternate accounts. It's actually possible to have 5 alternate accounts in almost any free to play game.

Exactly, having multiply accounts doesn't make him a illegal player. Now if hes caught using unauthorized cheats then that's a different story.

Okay so all people can have more than 5 account so this is legal. But if they use it for cheat this is illegal right?.

If he or she cheats on any of his or her accounts, his or her IP will be banned along with any account found out to be cheating.

You can have as many accounts as one wishes, but if they start cheating on those accounts, they will be banned.

The continuation of creating new accounts to circumvent the ban could probably bring in harder punishments, such as IP bans.

There is nothing wrong with just having alternate accounts. But it's what you do with those accounts, or how you got them.
It's entirely possible those "other" accounts were scammed away from their original users.

I thought Z8 bans any cheaters' IP right away if they are reported.
