There are people like pano that put mod in their sig, normal users cant tell if they're actually mods or not, and since this is a forum game and not an ingame game and the ingame mods have no authority here, why should he be considered a MOD for this?

I don't see a MOD tag in front of his name, nor a GM tag, so he doesn't count. He's not a forum MOD, so he has no authority over the forums. I'm an admin on a different website, does that mean I can just reset the post count to 100? No. Same thing here.
