Yes.. for forum name go on "My Account" then "Account Management"
For IGN ; Buy Name Change item in Mall for ZP..
It's in "Functional Items" and cost 4900 ZP

No you can't. Forum Name and IGN has to be different. Or maybe it's your login ID and IGN (or forum name), or some combination of those lol.
