Since last update, my FPS is "spiking" all the time...
And I'm not the only one with this problem, almost whole my
clan has same problem...

Before: 150-180
Now: 40-180 (sometimes it stays at 150, but when there's many
players, bombs, smokes, etc. it falls down to 30 or lower... and it stays
like that for few seconds...)

It happens to me with the smoke and those grenades that explode like crazy. Stay away from them like i have to.
Defraging might solve the problem.
Also try a booster.

Try to do the following
1) put texture and color to the lowest
2) install lastest driver or graphics card
3) get a new graphics card
P/S thoughs are the following I know but if you lag that might be a different story, right now my FPS is at 80 where usual it is 40

Try GameBooster It should help speed up ur fps

Nothing of that will help... i tried it... the problem is that CF is running on 99CPU!
