Banned Accounts

I have a question that I have sent in to a GM and never got a reply to.
When they say that not all accounts that are banned appear on the list, I would like to know why?
I ask because of the dozen or so reports I sent in in the last week alone, only 1 got banned, and it wasn't even the most obvious one hacking.
I simply want to justify all the extra time I take to review the entire replay so I can take screenshots and describe in detail the hacking that is going on.
If you're going to ban someone, there's no logical reason I can think of to not put them on the list, unless I'm missing something.

Some of the company policy and also Canadian Law (I believe) which I cannot mention prevents allot of the bans from showing up on the list there is a really good reason for this. Only Banned accounts can show up on this list, That should give you a hint on what cant be posted.
