I don't understand why they'd limit the codes for free GP. If it were ZP, sure, that makes sense. But with limited codes, people are just going to stop voting if they don't get their reward.

When he says "750 GP , Thats a shame" he doesnt mean that he wanted more GP , he mean that it is shame that z8 gives GP to us to make us vote.
