I'd take a wild guess that it's a routing or firewall issue.
Disable your firewall and change your NAT settings to open.
Mess around with your modem's options, but keep your connection settings (username, connection password) at hand in case you need to factory reset your modem. If all fails, call your ISP, you pay them to fix these issues. -

I dont think its his isp's problem. The bigger service providers that feed all the smaller service providers and there a big issues with fiber routes..
How do i know you may ask? I work for a telephone cooperative.
We have the same issues but more so on the phone side. -

As I said, could be a firewall issue, though if it is a routing problem, his ISP should fix it if they're half decent. My ISP fixed a similar issue of mine, when my new phone line was installed. -

That doesn't apply to my ISP, they suck. -

if its out of his isp's hands all they can do is open a ticket with the other company.

They have the ability to re-route where your connection heads, and which routing company handles it, to an extent. They can't route everything of course. That doesn't apply to my ISP, they suck.
How you live with 0.5MB?

depends on how many connections they have with outside companies.
Mine has 3 but worked at a diff company that has 2.
Its more of a problem with the bigger companies as their routes are longer.
