Loader & Game errors

When I load the game using the loader I get a broken loader screen with no play button. The lower and righthand parts are completely white.

If I skip the loader and run patcher_cf instead the game loads mostly off screen in false fullscreen with only the upper left portion of the game screen peeking at me in the lower right of my monitor?

Is there any known fix. I have done the following to no avail.

Loaded game on another system.
uninstalled and re-installed game both with and w/o cleaning the registry and files manually first.
Updated and rolled back various PC drivers, sound, video, PhysX, DirectX etc.

OS Version Windows 7 Premium, Tried ALL compatability modes on BOTH PC's


What gives?

PC 1 Specs:
ABIT KN9 SLI w AMD64 3800+
OnBoard Sound
4GB DDR2
500GB Sata2 HDD
GeForce 210 w 512MB (up to 1.5gb shared) GDDR3 Dedicated
LG Flatron W1952TQ

PC 2 is a bit older with the following differences:
ABIT KN8 SLI w AMB64 4000+
Onboard Sound
3GB DDR
250GB Sata HDD
2x nVidia GeForce 7300GT's w/ dedicated 256mb
Samtron 77v CRT
