Ghost glitch?

I've noticed this on about 3 Ghost Mode games. I've spawned up, mid-round, and seen a ghost camping in one spot. The ghost is not invisible; It is fully visible - The same colours as that of a dead ghost that you see on the floor. As soon as the ghost moves, they become partially visible and then invisible when stationary again.
Anyone else noticed this? o.o

Its been a bug for the last few patches or so. Its being work upon as it does affect gameplay and get even legit players accused of hacking.
