How can i join the Rival Faction.

Hi Admin,
I was cruising on the ribon page and saw one regarding, the rival faction, that one ribon would be awarded if you join a RF, well i cant seem to find where to join and to get the precious ribon. Can you please help this soldier?
I realy appreciate the help, all the best and thanks for this great game.
