I think it is supposed to be fixed. I just gifted a friend yesterday but haven't gotten the ribbon yet but I know it takes a couple days or so for it to get registered

gotta go to the deposit section then under the prepaid cards click the gift option and then enter the EXACT IGN of the character. ribbon should show up later
