Problems opening setup

When I attempt to open the setup I have to wait around 15-20 minutes for the "Allow/Disallow" option to come up. After I click allow nothing happens.
Any idea what I should do?

EDIT: Just managed to make it work and now it appears the torrent download is an old client version. Great.....
