I don't know what ISP. What server are you playing and in what country do you live? Maybe your brother picks better servers and you don't.

If you're using wireless that could be the problem. You can try to wire both computers, the cable is not expensive, but it's annoying to have wires in the house. You can also try to move the router closer to your computer, or in a better position in the house.
