Are you using a visa gift card.? If you are paypal does not accept them.. The other thing might be is you have put your exact adress. Why? Because paypal look's at the card information to see if this is exact. Also Make sure your Caps are off.

If its a gift card, You should try google check out instead of paypal because paypal is just annoying. GC is easier.
