That's the Friend Chat. People on your Friend List uses F3 or that Up Arrow to select Friend Chat. It can only be seen from Lobby at the moment and not used in actual matches.

Didnt know that was friend chat, but probably you deleted him and he never deleted you, so when he friend chats you can see it?
