Can not access the test server

ok so today i went on ym account played pwnd some and got off a couple hours i come back and login and it says "CAN NOT ACESS TEST SERVER" , so it tryed my brothers account and it works ? whats this mean?

if you go to the banlist thread, it says if your name isnt on the ban list but you cannot access test server your account is under investigation
