When a hacker gets banned, is their name freed up for someone to change into?

I believe it doesn't. Their account is still stored in the account database, but it's simply not allowed to log onto the servers.

i dont think so even if they get permabanned.

if they do get permabanned, i think the name becomes available after a certain amout of time being inactive.

It's not really a good idea to free up their name to be used. This would cause the possibly well known hacks name to be mistaken and you would get an earfull I'm sure.
