to know if the person read your PM or not, do u just look at the top right corner that says, "Private Messages:Unread 0 ,Total 100"
-so if it says unread 0 it means the person didn't read it yet?
-is there a way to know if the PM u sent to the Person read it or not?

When composing a new private message, check the box next to "Request a read receipt for this message". You will be notified when the PM is read. The "unread" in your notifications simply means PM's sent to you that you haven't read yet.
