-Update your drivers
-Defrag
-Scan for viruses and malware
-Optimize registry
-Set Video drivers to "Performance Mode"
-Use GameBooster.

EDIT: Also set fraps to the setting based off your fps. I keep mines at 40 and Half-Size [FULL SIZE WILL GIVE YOU ALOT OF LAG.])

If you want to increase your FPS in CF upgrading your CPU is more important than upgrading your GPU.
As for video cards, I use a ATI HD 5770 and I'm quite happy about it.

I decide to record at 100 FPS. I got 2 video cards now

Getting over 150 FPS in 8v8

What model CPU are you running? It looks really smooth but I didn't watch the whole thing. Quality isn't the best but looks about right for fraps @ half size.

I was recording at 30 FPS in that video
