To be honest, I really don't think the video completely proves he "hacks", he's possibly just good.. but his reaction is pretty quick, this isn't enough to get him banned though.

I'm laughing more at the fact the he seems to think switching to a nade/sidearm every 5 seconds is necessary.

Hmm, this is a tough call for me. I agree there were some fishy moments going on there. Yet there wasn't anything that was blatantly obvious from what I saw. It's also hard for me to put much faith into replays because they show a person aiming off to nowhere and shooting and killing the person when it didnt even appear they were aiming at him. So you say how is it that he was aiming directly at "so-and-so" but since its a replay he might not have been aiming directly at the person. I don't know honestly.
