Charon meets most of your criteria, come check us out.
We're active, talkative (that's what happens with a lot of forumers in out clan ), we're at a rank around 220, we have many NA players (including me, in fact we have players from a lot of places but no brs XD), and we love to have clan rooms. But we don't scrim that much, although we are currently working on a scrim team.. making some progress.
