Who is the cheater and who isn't?

The reason i open this topic is about these noobs who call us hackers.

Before i start, let me expalin something. Calling hackers these noobs who use hacks is wrong. They are cheaters. So the first thing you need to learn is the difference between a hacker and a cheater.

Ok, because i am in the category of the pro players, according to the noobs i am a cheater.

I was in a game when a someone called byemaster called me many times cheater because he couldn't kill me. It is not my problem if they can't aim on head. It is natural to spend 30 bullets without killing me when they hit my legs and the walls and they are not fast. And what was the result? I got kicked. The most crazy thing byemaster told me in-game was "which is the best gun? Mine or yours". Only this sentence shows that he does not even know what a mmofps is, once he does not know that the gun doesn't make the player but the player makes the gun.

From my first time in the game i never used a hack. Because what's the point of playing a game with speed hack or **** like this? You don't even enjoy.

So, what the gms can do about this situation? I am sure that i am not the only one with these problems. There are many pro and elite players.
