Clan Leader Problem

So my clan has a problem our leader got banned but is back in our clan is there any way you could remove them and let his new account become leader. The reason for his ban was paypal Refunded money but some one gave him that account if theres any way to verify that this is not just me trying to over throw my leader or something.
