unless your video card is more then 3-5 years old, or is an onboard card, the usual suspect for low fps is your processor for Crossfire.
Also, your status (or ping as most people know it as) has no relationship to the amount of frames per second you will achieve.
In any case, we need your computer specifications to help further recommend help!
*update*
alright, the G60 has onboard graphics and a mobile processor. the onboard is probably not the bottleneck, but the processor definitely is. End of the day, it won't be able to run particularily fast, and it might actually clock down if it gets too hot (lower your fps by becomming an even slower processor to prevent overheating) -

I have to disagree with you on that one. It seems that the network code does seem to slow down rendering when a room is full of high pingers. I get a smooth 60fps, but if I encounter people with pings over 300 I start to get stutters and my framerate drops to around 12. I used to get the same problem with War Rock. -

I'm a vista user, I dream about having 100+ fps
I think that your PC is overheatting or something like this. -
I have 100+ fps in 8v8, 200-300+ in 1-4v1-4. Occasionally after having my pc on for longs period of time I might dip in the 70-80s, or if there is a large server load on Cross Fire going on, or while playing with peoples whose ping is high. I also tested one of my old pc, which is 6 years old, and I still average 50 ping on it, and it's graphics card is complete junk.
I suggest getting a better graphics card as a start. Whats your download / upload rate on your internet? -

Low FPS is frustrating, my pc at work never goes higher than 30, while my home pc is between 100-300 depending on how many people are in the room.
Combine low FPS with a ping over 150, it's unplayable, for me at least.
At least your ping is sweet.
