Joning a clan please help me.

ok, well i wanted to join a clan so i apply and it says 'you need to be at least lv 4 to join a clan you are now at level -999.'So anyways i click submit and it also says you have to be corporal to join a clan.But im already past corporal and on my other forum accounts it says that too.Im staff sergeant 3rd class on other account and im sergeant 1st class on this one.
If anyone can help me i would very much appreciate it.
