A "Realistic" method for solving the current situations
No rank separating bs or other stupid ideas. Really simple and ****
Hackers: Place server sided checks on known functions, thus, when called, results in a crash of client and possible automatic ban. (That's why you don't see long range knifing anymore)
Kick Vote System: Give the Host the power to kick anyone, without having to vote, unlimited amount of times. For those who would QQ about this, it's the host's room, you follow his/her rules. If you don't like it, make your own room.
Farming: Deal with it
Clan Farming: 10 Clan Points per IP/Hardware/Mac Address per day
Basically, the power to do all these things is possible, someone just has to apply it.

Kick Vote System: This wouldn't work. If the host, for example, is second to the ACE position, he/she will simply kick the player who's ACE. These privelages are unfair and too powerful in the hands of anybody. Maybe you need a specific rank to have priveliges as such.
Clan Farming: I'm loving this idea! This could really work. Though, clans can still farm on the free servers, though it wouldn't be as fast experience nor as affective. -

Hackers: Honestly, you don't know what you're talking about. How can you say that when you could not understand my first sentence? When they turn a hack on, for example, one hit ko, it points to an address and modifies a value. Same thing with chams, it modifies color values. Server Sided checks on those known values will prevent them from being changed. When the Server detects that something is trying to modify those values, it'l close the client and possibly issue a ban.
Kick Vote System: Then perhaps when a host leaves in-game, a new host is not chosen until the game ends. During the game in which a host leaves the regular Kick Voting, or perhaps an advanced Kick Voting system stays in-place.
Clan Farming: You misunderstood what I meant. Clan farming as in all the members in a clan get 10 points on their main accounts, and then 10 more on their alts. Therefore, enforcing IP/Mac/Hardware Address limits will solve that problem. -
