Ban due to paypal chargeback

Merry x-mass and New year!

I'm not sure where to write, so i've posted it here.

My bro's acc got banned due to paypal's chargeback on 2 payments.
The point is it was paypals system chargebacks, not his. I've contacted paypal to make them refund those 2 payments, but they refused to do it.
I can repay thos 2 payments (~20$), but is there a way not to pay 2 charges to G4BOX 10$ each, because it was not my bros chargebacks? I can provide info from paypal that those 2 payments were recalled by system, not him.

Whom can i contact to solve this problem?

I know, it's New Year coming, but my bro really wants to play those hollidays

P.S. The reason i write it not him is his acc is banned + he doesn't speak english well.
