Why is my mutation character change not working?

I have mutation character change upgrade on a few of my characters but I can't use the function in game. I press B and nothing happens. It is not because my "B" button malfunctioned since I can still change my bags in game. Why is this happening? How can I fix this?

You maybe turned off its pop-up try pressing F3 when youre ingame
