Gamebooster indiscriminately closes processes in RAM to free up more for your games and optionally graphics card. I tend to use it, then switch back to gaming mode, because it likes to shutdown windows network handler.
if your CPU is overburdened, it can decrease your ping SLIGHTLY but your computer will probably have to be running single core under 2 GHz with integrated or mobility graphics to notice the difference. -

that depends how many cores does your computer have in its CPU. if its dual core or more it can run it smoothly. however if you have single core it will be a big breakdown because the CPU doesnt have dual core so it cant process 2 things at once
