Missing Shell dll

Hey,

when I want to start CF, I get a message that some dll is missing.

Starting as admin and reinstalling has not solved the problem so far. https://prnt.sc/-cbKyNmwfgsQ

Just restart PC.
Seems is something on windows side unable to find the file ( but the file is where should be ) - anyway a simple PC restart fix the problem.
