How do I buy the new VIP

In game shop -> vip -> scroll to view all vip items, choose one and click "Purchase"
For VIP items where "Purchase is disabled" and say "Can be purchase in web" - those are limited event items, can be aquired only on related events ( as black market Lapis, Garnet, Citrine or other events on website ):
