Game freezes when enemy shows suddenly as if my pc gets jump scared 💔😂

Hey guys, 
I have an overkill pc for crossfire however I have been experiencing an annoying issue that is when any enemy shows randomly infront of me; game freezes (0 fps) for few secs then I end up dying and its been like that since a lot and tried everything to get it fixed (enabled maximum performance and ultra low latency for game settings in nvidia control panel) and didn't seem to do any difference. Every driver and windows updates are up to date (win 10 21H2) 
any suggestions?
