Hi, i want ask, if anyone gotta ban by Harassment and he lost all his chance's and then ban perm, can user restore them and back Honor ribbon agine? that in future or few months or year?

No, Permanent ban, is a permanent ban. No second chance. Don't harass and you won't get punished.
