What's happening with VIP exp/gp bonuses? + bags

What's happening with the VIP/EXP bonuses after game? i've got 22+vips yet after every game, lately i've been getting only 1.5k exp and 800-1k gp back in the day i would get 10k exp easy non weekend play, and i actually play quite well like my last game 28-1 and only1.4k exp, every single game is like this.

+This is the biggest thing which annoys me, i bought every single permanent backpack and the second set of bags, yet i can only use one set in a game, and the vip bonuses don't add up, what's the point in spending so much zp so you can't use the second set of bags in game and no vip bonuses to be implemented .
